As of September 2024, the Kerr-McGee Chemical Corp. site is considered insufficient data to fully determine the current human exposure risks (HEID) . The 2020 operable unit two (OU2) Record of Decision (ROD) established a cleanup goal of 1,000 parts per trillion (ppt) toxicity equivalent concentrations of dioxins and furans (TEQdf). The ROD called for addressing residential and commercial surface soils with concentrations exceeding the cleanup goal to prevent an unacceptable risk to human health for dermal contact. The EPA is currently reviewing the OU2 Remedial Action Completion Report addressing residential properties impacted by potential migration via the stormwater ditch systems from the former manufacturing facility. It is currently anticipated that the report will be finalized before December 2024.
During the OU3/OU5 Proposed Plan public comment period, the EPA received a request to select and implement an OU5 remedial alternative that was not considered in the proposed plan (i.e., excavate and remove contaminated soil that exceed the construction worker scenario). After careful consideration, the EPA reevaluated the sitewide approach and has removed OU5 from this ROD.
Additional sampling is required to address data gaps that have been identified to address the sitewide potential risks. Additional soil sampling is needed on-site to determine if contaminant concentrations pose a potential risk for direct contact. Some data gaps are being addressed in the OU3 ROD which is scheduled to be issued by September 30, 2024. Many of the remaining data gaps are expected to be addressed in the OU5 ROD addressing the northern portion of the Former Main Facility, which is planned for September 2025. A site-wide human health risk assessment is expected to be completed in 2025.
The public has been informed of the site status and upcoming activities through public meetings, Zoom calls and periodic fact sheets. The EPA has resumed providing updates and other site related information through regular meetings with the community.
