Human exposure is NOT currently under control

About this site’s exposure pathways: As of July 2025, the Reilly Tar & Chemical Corp. (Dover Plant) Superfund site is considered “Current Human Exposure Not Under Control” (HENC). Tar Derived Materials (TDM) was documented to be coming up the ground surface outside of the current fence-line. TDM is pure product composed of polynuclear aromatic hydrocarbons (PAHs) and is carcinogenic if ingested (direct contact). The impacted area is not highly utilized by foot traffic but is easily accessible to the public. This exposure pathway is considered unacceptable based on EPA risk-based criteria because PAHs are known carcinogens. Currently, the planned activities to address this pathway is to extend the fence-line to enclose the area impacted (part of 1997 Record of Decision). If you come into direct contact with the TDM, wash the area with soap and water. EPA currently anticipates that human exposure will be under control by 3/30/2028 because it is necessary to fully define the contamination to erect a permanent fence.

Data limitations: Proximity to a Superfund site boundary does not mean your property is contaminated. EPA site boundaries show the area designated for cleanup, not the full extent of contamination.
