About this site’s exposure pathways: As of June 2025, the Harbor Island Superfund site is considered “Current Human Exposure Not Under Control” (HENC), The uncontrolled exposure pathway is from consumption of seafood contaminated with sediment concentrations of Polychlorinated biphenyls (PCBs), tributyl tin, Tetrachlorodibenzodioxin (TCDD), Polycyclic aromatic hydrocarbon (PAHs) and metal in the East Waterway Operable Unit. Levels of these contaminants in resident fish and shellfish are above health-based levels, primarily due to these sediment concentrations. East Waterway is within the usual and accustomed fishing area of the Suquamish and Muckleshoot Tribes and there is anecdotal evidence that despite fish advisories, people fish off the Spokane Street Bridge in East Waterway. EPA selected an Interim cleanup action for the East Waterway in an Interim Record of Decision in 2025. Remedial Actions will remove contaminated sediments above remedial action levels and a final Record of Decision will select final cleanup numbers for the site. Currently, the planned activities to address this pathway include maintenance of institutional controls to reduce consumption.
